Specialist, Pipeline Compliance Assessment and Assurance

JOB SUMMARY/PURPOSE

The Pipeline Compliance Assessment and Assurance Specialist supports the execution and continuous improvement of safety and compliance programs within operations subject to PHMSA and FMCSA regulations.

This position provides field-based compliance oversight and analytical support to ensure pipeline construction, operations, maintenance, and safety-sensitive functions are conducted in accordance with applicable federal and state regulations and company procedures.

The role supports compliance-related incident and pipeline failure investigations, including regulatory reporting validation, causal factor analysis, documentation review, and corrective action development in alignment with 49 CFR Parts 191 and 192 and the company’s PSMS framework.

This position requires travel (25–75%) across the company footprint to conduct field observations, compliance reviews, and investigation support activities.


ACCOUNTABILITIES AND ESSENTIAL FUNCTIONS

  • Conduct internal scheduled and ad hoc audits and compliance reviews
  • Perform field observations of pipeline construction, operations, maintenance, and contractor activities to verify procedural adherence and regulatory compliance
  • Document field findings, identify compliance gaps, and communicate observations to leadership and operational personnel 
  • Collect, organize, and analyze operational, safety, and compliance data to identify trends and risk indicators
  • Recommend, document, and track corrective and preventive actions resulting from audits, inspections, or investigations
  • Support quality assurance reviews of records related to pipeline installation, operations, maintenance, OQ, and drug and alcohol testing programs
  • Participate in and support external audits, PHMSA inspections, and state regulatory reviews
  • Support incident, non-compliance, and pipeline failure investigations, including:
    • Field validation and evidence documentation
    • Review of construction, maintenance, OQ, and drug and alcohol testing records
    • Participation in root cause or causal factor analysis (e.g., 5-Why, cause mapping, or equivalent methodology)
    • Evaluation of regulatory reporting requirements under 49 CFR Part 191
  • Development and tracking of corrective and preventive actions
  • Review compliance with DOT drug and alcohol testing program requirements under 49 CFR Parts 40, 199, and 382
  • Support PSMS maturity efforts consistent with API RP 1173 principles
  • Travel 25–75% across the company footprint to perform audits, field assessments, and investigation activities


MINIMUM REQUIREMENTS

Minimum education required of the position

  • Requires a High School Diploma or the equivalent; knowledge of the English language, mathematics (addition, subtraction, multiplication, division, fractions, and/or percentages), punctuation, grammar, and spelling.
  • Preferred: Bachelor’s degree from an accredited college or university in Safety Management, Business Administration, or a related technical or compliance-focused field.  

Minimum experience required of the position

  • 4+ years of experience in pipeline operations, regulatory compliance, utility compliance, or safety/audit work in a regulated environment

Minimum knowledge, skills, and abilities preferred of the position

  • Working knowledge of 49 CFR Parts 191, 192, 199, 40, and 382
  • Working knowledge of Operator Qualification (OQ) requirements under 49 CFR Part 192, Subpart N
  • Thorough knowledge of incident reporting requirements under 49 CFR Part 191
  • Familiarity with DOT drug and alcohol testing program requirements applicable to pipeline and motor carrier operations
  • Thorough knowledge of audit principles, internal controls, and compliance assurance processes
  • Ability to participate in structured failure or incident investigations and support root cause analysis methodologies
  • Ability to interpret regulatory requirements and evaluate procedural implementation in field environments
  • Strong analytical, documentation, and communication skills suitable for regulatory review environments

Physical Requirements

  • Able to operate a personal computer, either desktop or laptop. 
  • Able to sit for extended periods of time. 
  • Able to operate a copy machine, fax machine, calculator, telephone and other miscellaneous office equipment. 
  • Able to exert up to 10 Lbs. of force occasionally, and /or a minimal amount of force frequently to lift, carry, push or otherwise move objects.
