Supervisor, Technical Field Operations (Natural Gas Utilities)

JOB SUMMARY/PURPOSE

Supervises the daily activities of craft personnel to complete tasks in the areas of leak survey, cathodic protection, pressure regulation, field SCADA, odorization, atmospheric corrosion inspections, meter reading, and measurement. Ensures maintenance and capital improvement projects are completed in compliance with federal, state, and local regulations.

ACCOUNTABILITIES AND ESSENTIAL FUNCTIONS

  • Supervise daily activities within technical field operations (TFO) in one or more areas involving: leak survey, cathodic protection, pressure regulation and control, field SCADA, odorization, and measurement activities in a gas region to ensure compliance with federal, state, and local regulations
  • Responsible for proactive and reactive inspections and subsequent troubleshooting
  • Direct the daily activities of company and contract personnel; schedule all required training; ensure employees are trained and equipped to complete all assigned job activities
  • Maintain departmental records to ensure compliance and perform administrative duties involving timesheets; ordering equipment; scheduling resources; reviewing field reports and data; approving expense reports; managing work orders; supervising all departmental processes to ensure full compliance with federal, state, and local regulations. Support the creation and implementation of maintenance plans to comply with regulatory and code requirements
  • Negotiate contracts for service and manage expense/capital projects through completion. Process invoices and ensure projects are completed in a timely manner
  • Support all regulatory reviews and audits of system records and respond to all regulatory data requests in area(s) of responsibility
  • Assist in the evaluation of new technologies and integrate into work processes where approved
  • Interact with operations and engineering to ensure all system replacements and modifications meet all internal and external compliance requirements. Provide emergency response resources (personnel and equipment) as required
  • Support special projects as assigned
  • Ensure a safe work environment including active participation in any company sponsored safety initiatives
  • For leak survey, ensure all main and service surveys are completed according to schedule, evaluate new technology and process improvements, and ensure audit issues are addressed as necessary
  • For cathodic protection, review major project needs (i.e., ground beds), review all steel jobs for cathodic protection design, evaluate new technology and process improvements, and ensure audit issues are addressed as necessary
  • For measurement, oversee the installation and troubleshooting of all meter stations, odorization equipment, and associated electronics; ensure that lost and unaccounted-for gas issues are addressed; manage large volume billing errors
  • For pressure regulation and control, supervise staff to ensure all maintenance work is completed within compliance timelines, support emergency response, and provide support for routine construction projects involving system pressure/capacity modifications
  • Able to be available after hours to communicate with the SCADA Control Room personnel to evaluate system alarms/anomalies and dispatch field personnel to investigate accordingly

MINIMUM REQUIREMENTS

Minimum education required of the position

  • Requires a High School Diploma or the equivalent; knowledge of the English language, mathematics (addition, subtraction, multiplication, division, fractions, and/or percentages), punctuation, grammar, and spelling
  • Preferred: bachelor’s degree in engineering or a technical field, or a process technology (PTech) degree from an accredited university

Minimum experience required of the position

  • Minimum of 7 years of experience in natural gas operations or engineering; or a bachelor’s degree from an accredited university with 4 years of experience in natural gas operations or engineering

Minimum knowledge, skills, and abilities preferred of the position

  • Able to develop a productive working relationship with the local union where necessary and negotiate changes to processes and procedures as needed
  • Able to work with district operations to resolve issues, address regulatory needs, and provide technical expertise in the TFO area
  • Ability to provide support for the development of short- and long-range budgets; monitor spend rates to ensure that year-end financial targets are met in the TFO area
  • Able to use computer software for word processing, spreadsheets, and email
  • Able to work in a team environment and independently
  • Able to manage multiple projects, priorities, and deadlines with minimal supervision
  • Able to make informed decisions, follow procedures, and comply with policies based on the knowledge of the work and services provided by Delta Utilities

  • Able to learn and remain current and comply with all applicable DOT and OSHA Regulations applicable to the natural gas industry as well as Delta Utilities safety standards
  • Able to meet all physical requirements, competency-based assessments, pre-employment background check, pre-employment drug screen, and other selection criteria determined by the company
  • Able to provide a valid state driver's license, present and maintain a good driving record, and operate company vehicles in a safe manner and in compliance with applicable laws and company policies

  • Able to exert up to 50 lb of force occasionally and/or a minimal amount of force frequently to lift, carry, push, pull, or move objects.
  • Able to operate a motor vehicle and enter and exit vehicle unassisted.
  • Able to stand, walk, stoop, kneel, or crouch for extended periods of time.
  • Able to operate a personal computer or laptop; view monitor/screen and sit for long periods of time.
  • Able to operate office machines, including telephone, photocopier, fax machine, calculator, scanner, etc.

  • Able to respond to emergency calls and/or callouts and occasionally return to work while off duty.

  • Able to work indoors in a normal office environment and outdoors with occasional exposure to all weather conditions, hot, dirty, and/or greasy equipment, and noise when at field installation sites.
  • Able to travel outside the primary work location to field locations, remote areas, conferences, and/or meetings in any weather conditions and occasionally overnight.
  • Able to wear personal protection safety equipment, such as respirator, safety glasses, hard hat, gloves, and ear plugs occasionally as required according to type of work.
  • Able to be included in a random drug screen pool required for DOT safety sensitive positions.
  • Required to remain in the service area during emergency events and assume responsibilities assigned by the company to aid in restoration effort.
