Associate-Lead Specialist, Compliance
JOB SUMMARY/PURPOSE
The Compliance Specialist (Associate, Specialist, Senior, Lead) supports the Compliance Department’s functions through coordination, communication, analysis, reporting, and interpreting PHMSA and state regulatory requirements with Delta Utilities management.
This role is responsible for supporting natural gas distribution and transmission system compliance, including reviews and investigations of pipeline related events, providing support for regulatory agency notices and inquiries, performance of audits and investigations, assistance with DOT PHMSA / FMCSA programs as needed, creation and updating of standards and procedures, performing project management level tasks, providing technical expertise to field employees and leadership, interfacing with regulators, assisting with the development and implementation of PSMS and MOC processes across the company, and supporting other Delta Utilities business needs.
This position is an individual contributor role with responsibility for supporting operations and compliance needs.
ACCOUNTABILITIES AND ESSENTIAL FUNCTIONS
- Provide support for, review and investigate pipeline related events, citations, regulatory inquiries and compliance programs
- Perform audits and investigations of issues or concerns
- Assist with DOT FMCSA / PHMSA programs as needed
- Provide technical expertise and project management level tasks for compliance areas
- Interface with state and federal regulatory agencies and inspectors as needed
- Assist with development and implementation of PSMS and MOC processes
- Coordinate and perform preparation activities in readiness for scheduled PHMSA compliance audits
- Perform internal audits of records, procedure usage, and field activities as needed to support scheduled PHSMA compliance audits
- Generate routine and ad hoc reports for key performance indicators (KPIs) related to pipeline safety compliance, operator qualifications, technical training, and federal motor carrier safety compliance across the company
- Support documentation and record preparation for regulatory agency reporting and audits
- Provide technical expertise on industry interpretations of PHMSA 49 CFR 191, 192, and 199 Pipeline Safety Regulations
- Support administration of the company’s Incident Management System (IMS) by entering, maintaining, and validating entries for pipeline incidents
- Assist in preparing safety alerts, internal communications, and training materials
- Perform additional responsibilities to support department objectives
MINIMUM REQUIREMENTS
Minimum education required of the position
- High School Diploma or equivalent required for all levels of positions listed below
- Preferred: Bachelor of Science in Engineering
- *15 years of experience in oil, gas, or utility compliance fields
- *12 years of experience in oil, gas, or utility compliance fields
- *10 years of experience in oil, gas, or utility compliance fields
- *7 years of experience in oil, gas, or utility compliance fields
- Preferred: BS in Engineering with 6+ years of experience in implementation and interpretation of federal regulations (49CFR191/192) on gas distribution processes, systems, and facilities
- Note: Associate degree may substitute for up to 2 years of required experience; Bachelor of Science may substitute for up to 4 years of required experience

Minimum knowledge, skills, and abilities preferred of the position
- Good interpersonal skills
- Must be able to effectively communicate orally and write in a concise manner that is relevant and beneficial to recipients of varying technical understanding
- Organizational and time management skills
- Strong engineering analysis and problem-solving skills
- Proficiency in Microsoft 365 applications (Excel, Word, PowerPoint, SharePoint, Teams)
- Self-starter, able to perform at a high level without detailed supervision
- Ability to manage multiple and changing priorities in a fast-paced environment, maintain focus, and work well under pressure
- Familiar with geographical information systems (GIS)
- Knowledgeable of natural gas distribution procedures and processes
- Working member of an industry association or technical committee in support of natural gas guidelines or regulations
- Exhibit sound and practical judgment in making decisions
- Knowledge of distribution information systems, work management, geographic information systems, and document management systems
- Working knowledge of AutoCAD and drafting standards
- Knowledge of SharePoint to assist with maintaining department information
