JOB SUMMARY/PURPOSE

Delta Utilities is seeking an experienced and dynamic Manager, Regulatory to play a critical role in ensuring the organization’s compliance with regulatory rate and ratemaking requirements and support strategic initiatives related to regulatory ratemaking matters for natural gas utilities. This is a full-time position based in New Orleans, Louisiana. 

This individual will be responsible for managing and leading the regulatory team covering multiple natural gas utility companies and scope of maintaining and monitoring status of regulatory filings and responses to interrogatories and data request; and coordinating the preparation of information across the organization for all regulatory filings and responses to interrogatories and data requests. Manager, Regulatory will work closely with internal teams and external resources to align compliance with procedural schedules for all regulatory filings, including responses to interrogatories and data request responses.


ACCOUNTABILITIES AND ESSENTIAL FUNCTIONS

  • Periodically evaluates the adequacy of exiting rates and recommends to management the need for and timing of general rate cases and other major filings to support the Company’s corporate strategy, goals and objectives.
  • Directs and manages the processes for the strategy review, development, preparation and review of general rate cases and all regulatory filings, including class cost of service, other load and rate studies, and applicable rates and tariffs, and prepares documentation in support thereof.
  • Directs the planning and preparation of miscellaneous and compliance filings, to ensure Company’s compliance with applicable regulatory requirements.
  • Directs, maintains and monitors status, as well as review of all regulatory filings and responses to interrogatories and data requests.
  • Manages and coordinates the preparation, compilation of information across the organization for all regulatory filings and responses to interrogatories and data requests.
  • Maintains adequate and appropriate communications with applicable government agencies.
  • Ensures compliance with applicable laws and regulations related to the administration of rate and other filings, including maintenance of a data base of all regulatory communications and proceedings in which Company’s regulated operations are involved. 
  • Provides advice, counsel and consultation on matters within area of responsibility that directly or indirectly impact the Company or its business environment. 
  • Acts as a liaison for Company on rate and regulatory issues within area of responsibility when necessary or appropriate.
  • Supports the development and execution of regulatory and/or legislative policies and strategies regarding rulemakings and legislation that support the Company’s corporate strategy, goals and objectives. 
  • Directs, develops and supports assigned employees in the performance of their essential duties and responsibilities.
  • Support the analysis of data related to regulatory compliance, rates, and tariffs to support decision-making, regulatory filings and reconciliation with financial reporting / accounting systems
  • Support detailed analysis of proposed rate related regulatory policies and legislation, assessing and communicating their potential impact on the company
  • Stay current and abreast of federal, state, and local rate related regulations that impact the natural gas utility industry
  • Work with industry associations, regulators, and other stakeholders to influence regulatory policies in line with the company’s interests
  • Maintain accurate records of all regulatory activities, filings, and communications; report on regulatory matters to senior management as needed
  • Work closely with internal departments on regulatory matters
  • Provide regulatory guidance and support to other departments to ensure rate filing processes move forward and comply with procedural schedules
  • Engage with regulatory agencies, industry groups, and other external stakeholders to build and maintain positive relationships
  • Participate in industry forums and conferences to stay informed of regulatory trends and best practices


MINIMUM REQUIREMENTS

Minimum education required of the position

  • Bachelor’s degree in finance, business, economics, accounting, mathematics or a related field with experience in at least two of the following:
    • Rate and regulatory matters
    • Creating and maintaining relationships with regulatory bodies
    • Legal, rates, operations, sales and/or accounting experience in the energy industry
    • Rate and/or regulatory submissions
    • Direct interaction with regulatory authorities
  • Desired: Post-graduate degree (MBA or JD) or equivalent experience is preferred


Minimum experience required of the position

  • 5 plus years of experience in regulatory accounting, rate analysis, accounting and finance related fields, preferably within the utility sector
  • 3 plus years of supervisory experience in leading, developing and coaching teams
