Analyst, Regulatory (Natural Gas Utility)
JOB SUMMARY/PURPOSE
Delta Utilities is seeking an experienced and dynamic Analyst or Senior Analyst, Regulatory to play a critical role in ensuring the organization’s compliance with regulatory rate and ratemaking requirements and support strategic initiatives related to regulatory ratemaking matters for natural gas utilities. This is a full-time position based in New Orleans, Louisiana.
This individual will be responsible for supporting the Company’s regulatory initiatives and activities in day-to-day responsibilities as well as rate case management and strategic initiatives by working closely with and project leading internal teams and external resources. This role will support compliance, performance rate and reconciliation filings, support rate case and other filing data request processes, conduct analysis for regulatory matters and legislative proposals, research, track and complete internal management updates, and support the engagement with the various regulatory authorities in advocating the Company's position on accounting, ratemaking, and other regulatory issues and to comply with orders from regulatory authorities and current tariffs covering multiple natural gas utility companies.

JOB DUTIES/RESPONSIBILITIES
- Project manage regulatory filings and initiatives working cross-functionally to advocate the Company's position on accounting, ratemaking, performance-based rate, cost allocation, capital structure, actual and authorized rates of return and other regulatory issues of a complex nature and to comply with orders from regulatory authorities and current tariffs.
- Project manage the discovery review process for regulatory filings and rate cases.
- Prepares and reviews analytical exhibits and performs complex statistical analyses in developing regulatory filings and testimony submitted by company witnesses.
- Prepares and reviews analytical exhibits as support in response to data requests from regulatory authorities and interveners.
- Coordinates and organizes the information flow between internal departments to prepare regulatory filings and provide timely responses to requests from regulatory authorities and interveners.
- Represent the Company in regulatory proceedings, hearings, and meetings with regulatory agencies.
- Conducts internal reporting of on-going regulatory activity and maintains the calendar for the Rates & Regulatory Affairs organization to ensure the Company maintains accurate records of all regulatory activities, filings, and communications.
- Develops financial and statistical models to improve departmental efficiency and accuracy in rate filings.
- Prepares, reviews and files compliance reports as required by the various regulatory authorities.
- Prepare, review and support the analytical requirements for general rate case proceedings (i.e. cost of service activities, rate impact analysis, capital structure, rates of return and preparation of filing requirements).
- Analyze and review data related to regulatory compliance, rates, and tariffs to support decision-making, regulatory filings and reconciliation with financial reporting / accounting systems.
- Conduct industry related and legislative (federal, state and local) research, analyzing the potential impact of and communicating to senior management of regulatory changes on the Company’s operations and financial performance.
- Ensure the company’s compliance with all regulatory requirements by managing, preparing and submitting necessary reports, filings, and documentation through continuous application of in-depth advanced knowledge of regulatory, ratemaking, accounting, financial, and legal concepts and standards unique to the natural gas utility industry.
- Follow processes to maintain ongoing compliance with regulatory changes with a mindset of continuous improvement to recommend process changes to increase organizational efficiency and effectiveness.
- Participate in industry forums and conferences to stay informed of regulatory trends and best practices.
MINIMUM REQUIREMENTS
Minimum education required of the position
- Bachelor’s degree in finance, business, economics, accounting or a related field.
- Desired: Master’s degree, CPA or equivalent experience is desired
Minimum experience required of the position
- Analyst: 1 to 3 years of experience in regulatory accounting, rate analysis, accounting and finance related fields, preferably within the utility sector.
- Senior Analyst: 2 to 4 years of increasingly complex experience in regulatory accounting, rate analysis, accounting and finance-related fields, preferably within the utility sector.
Minimum knowledge, skills and abilities preferred of the position
- Proven ability to independently manage, plan, organize and prioritize details aspects of several projects and issues simultaneously in a fast-paced environment.
- Demonstrated ability to work with, evaluate, analyze and track financial and accounting data and reports, statistical data and other metrics of a complex nature.
- Demonstration of high-level competencies in accountability, collaboration, continuous learning and high performance in ambiguous situations.
- Experience interacting and leading projects with internal teams on regulatory, accounting, financial or strategic planning issues.
- Ability to manage occasional travel to regulatory hearings, meetings, and industry events.
- Ability to work under tight deadlines and manage stress effectively.
Other Minimum knowledge, skills and abilities for Analyst Level:
- Working knowledge and understanding of regulated utility rate-making, accounting, cost of service, performance based rates, cost allocations, capital structure, rates of return and processes, and demonstrated capabilities in the required analytics/financial competencies.
- Working knowledge in data analysis tools and regulatory software for creating complex documents, databases and graphics.
- Excellent analytical, communication (written and oral), and presentation skills.
Other Minimum knowledge, skills and abilities for Senior Analyst:
- Advanced knowledge and understanding of regulated utility ratemaking, accounting, cost of service, performance based rates, cost allocations, capital structure, rates of return and processes of a complex nature, and demonstrated capabilities in the required analytics/financial competencies.
- Advanced knowledge and understanding of regulatory processes, utility ratemaking, revenue, cost of service and compliance requirements of a complex nature.
- Advanced knowledge in data analysis tools and regulatory software for creating complex documents, databases and graphics.
