Manager, Compliance (Safety)
JOB SUMMARY/PURPOSE
Delta Utilities is seeking a Compliance Manager to support and lead our company's pipeline safety and regulatory compliance efforts. You will work both independently and collaboratively with cross-functional teams, ensuring the company’s adherence to pipeline safety standards, regulations, and policies. The Compliance Manager is a subject matter expert on pipeline safety, assisting with compliance initiatives, risk assessments, and audit processes. This position can work out of our Louisiana OR Mississippi Service area with the preferred working location being in New Orleans, Louisiana.
JOB DUTIES/RESPONSIBILITIES
Leadership:
- Manage and lead the Pipeline Safety Compliance team, ensuring alignment with operational goals and consistent safety practices.
- Mentor and develop team members, providing support in achieving individual and team objectives.
- Build strong relationships with regional and corporate leadership, fostering collaboration across departments.
- Participate in industry organizations like the American Gas Association (AGA), Southern Gas Association (SGA), and Louisiana Gas Association (LGA).
Compliance Oversight:
- Lead the development, application, and enforcement of pipeline safety programs, ensuring compliance with state and federal regulations, including PHMSA and DOT guidelines.
- Coordinate compliance audits, providing guidance on compliance investigations and regulatory reporting.
- Act as the liaison with regulatory bodies, including PHMSA and state agencies, ensuring effective communication and resolution of compliance issues.
- Develop and implement processes for compliance monitoring, incident investigations, and corrective actions to ensure ongoing safety and compliance.
Pipeline Safety Management System (PSMS):
- Provide leadership in developing and improving the Pipeline Safety Management System (PSMS), driving risk assessment efforts and process enhancements.
- Ensure the standardization of safety practices across all company operations, actively supporting safety and compliance training.
- Manage the Management of Change (MOC) process for pipeline safety-related procedures and documentation.
Continuous Improvement & Training:
- Research, recommend, and implement industry best practices and emerging technologies to continuously improve safety and compliance.
- Promote a culture of continuous improvement through training, audits, and identification of compliance opportunities.
- Collaborate with technical and training teams to ensure that Operator Qualification (OQ) training programs are up-to-date and effectively maintained.
Additional Responsibilities:
- Support department goals through ad-hoc duties and special projects as assigned.
- Participate in incident investigations, identifying corrective actions to mitigate future risks.
MINIMUM REQUIREMENTS
Minimum education required of the position
- Bachelor’s Degree (preferably in engineering or a related field) or equivalent experience.
Minimum experience required of the position
- 5+ years of leadership experience in regulatory compliance, pipeline operations, or natural gas system design/management.
Minimum knowledge, skills and abilities preferred of the position
- In-depth knowledge of pipeline safety regulations and the design and operational characteristics of natural gas systems.
- Expertise in regulatory compliance programs, including safety management systems and pipeline safety standards.
- Experience with the Pipeline Safety Management System (PSMS), particularly API RP117
- Proficiency in Microsoft Office Suite.
- Excellent interpersonal and communication skills, with the ability to work well with both internal and external stakeholders.
