Manager, Work Planning and Dispatch

JOB SUMMARY/PURPOSE

The Manager, Work Planning and Dispatching, oversees dispatch operations, including processes and applications, and leads the strategic and tactical planning of workload forecasting to ensure optimal field resource deployment. This role ensures compliance with company policies, departmental guidelines, regulatory obligations, and emergency operations procedures. The manager collaborates across departments to drive process improvement, enhance service delivery, and maintain operational readiness for emergency events.

Please Note: This position can be located at our Shreveport, LA office location or our New Orleans, LA office location. 


ACCOUNTABILITIES AND ESSENTIAL FUNCTIONS

  • Lead, coach, and manage dispatch supervisors, resource planners, schedulers, and support staff.
  • Oversee dispatch operations for emergency, same-day, and scheduled field orders.
  • Coordinate emergency response activities with district and field operations groups.
  • Support the implementation and operational readiness of the Gas Emergency Operations Plan (EOP).
  • Keeps informed and complies with DOT, OSHA, and other applicable regulations and internal standards.
  • Communicate with compliance and regulatory groups to verify obligations are met.
  • Manage departmental budgets, including overtime and resource allocations.
  • Develop and monitor KPIs and reporting tools to optimize workforce performance.
  • Ensure accurate short-term and long-range workload forecasting using systems and operational data.
  • Promote collaboration across departments to resolve dispatch issues and improve resource utilization.
  • Develops and maintains the department’s Quality Assurance program.
  • Maintain and promote a safe, respectful, and compliant work environment.
  • Support workforce development through training programs and employee coaching.


MINIMUM REQUIREMENTS

Minimum education required of the position

  • Required: Bachelor’s degree in business administration or related field from an accredited college or university.
  • Alternate Path: In lieu of a degree, a combination of education and related experience in natural gas operations totaling four (4) years, where:
    • Each year of applicable college = 1 year
    • Each year of applicable work experience = 0.5 year

Experience used in lieu of education is in addition to the experience requirements below.


Minimum experience required of the position

  • Minimum five (5) years of experience in natural gas operations or related support functions.
  • Minimum three (3) years of supervisory or managerial experience.


Minimum knowledge, skills and abilities preferred of the position

  • Strong understanding of dispatch operations, emergency response coordination, and workload forecasting.
  • Working knowledge of applicable federal and state safety regulations (DOT, OSHA).
  • Proficiency in asset databases (for example SAP (CCS, ESD modules), Maximo, or WACS), workforce management tools (for example Service Suite, Clik, or OFS), Microsoft Office Suite.
  • Ability to analyze data, generate performance reports, and manage resource planning models.
  • Strong leadership, communication, and conflict-resolution skills.
  • Ability to interpret maps, sketches, and work orders.
  • Demonstrated ability to lead and motivate geographically dispersed teams.
  • Ability to think clearly and respond effectively under pressure.
  • Commitment to compliance, confidentiality, and ethical conduct.


Any certificates, licenses, etc. required for the position

  • Valid state driver’s license and satisfactory driving record.
