Lead, SCADA Practice

JOB SUMMARY/PURPOSE

Delta Utilities is seeking a SCADA Practice Lead to oversee the strategic direction, technical governance, and operational integrity of Supervisory Control and Data Acquisition (SCADA) systems supporting Gas Operations. This leadership role will drive innovation in real-time systems, ensure compliance with safety and regulatory standards, and serve as a critical liaison between IT, engineering, gas controllers, and executive management.

 

*This position could be hired at a Lead or Manager level role.

 

ACCOUNTABILITIES AND ESSENTIAL FUNCTIONS

Strategic Leadership

  • Lead the vision, development, and execution of Delta’s SCADA strategy across Gas Operations.
  • Define and maintain SCADA architecture standards, roadmaps, and integration practices in alignment with enterprise goals.
  • Coordinate with executive leadership on capital project planning, risk assessment, and modernization initiatives.

Operational Excellence

  • Oversee day-to-day performance, availability, and reliability of SCADA platforms (e.g., OSI Monarch or equivalent).
  • SCADA systems troubleshooting & optimization
  • Direct root cause analysis and resolution of SCADA-related incidents, alarms, and data discrepancies.
  • Lead and manage critical system patching, version upgrades, disaster recovery exercises, and cyber-hardening activities.
  • Support operations during hazardous weather, natural disasters, critical infrastructure incidents, and emergency response incidents.

Governance & Compliance

  • Establish and enforce technical standards, SOPs, and documentation across SCADA environments.
  • Ensure adherence to PHMSA, NERC CIP, and other relevant gas utility regulations and security frameworks.
  • Monitor audit readiness and lead response efforts for system inspections and regulatory reviews.

Cross-Functional Collaboration

  • Serve as technical liaison between SCADA, GIS, AMI/AMR, Quorum ETRM, IT, Engineering, and Field Operations.
  • Support integration of telemetry and smart metering (e.g., Itron) with SCADA for operational intelligence.
  • Champion data-driven decision-making by enabling analytics and historian integration.

People & Vendor Management

  • Mentor SCADA engineers, analysts, and support staff to build internal capability.
  • Lead consultant and vendor engagements for SCADA hardware, software, and cybersecurity tools.
  • Manage vendor SLAs, procurement planning, and system lifecycle contracts.

 

MINIMUM REQUIREMENTS

Minimum education required of the position

  • Bachelor’s degree in engineering, Computer Science, Industrial Control Systems, or a related field.

 

Minimum experience required of the position

  • 5+ years of experience in SCADA operations, preferably in natural gas or energy sectors.
  • Deep understanding of SCADA protocols (DNP3, Modbus, OPC UA), RTUs, PLCs, and telemetry systems.
  • Hands-on experience with SCADA platforms (e.g., OSI Monarch, Ignition, Geo Scada, or equivalent).
  • Experience with OT cybersecurity frameworks and SCADA network architecture.

 

Minimum knowledge, skills and abilities preferred of the position

  • Advanced degree or certifications (CISSP, GICSP, or similar).
  • Familiarity with gas distribution network operations and regulatory environments (e.g., PHMSA).

Physical Requirements

  • Able to operate a personal computer, either desktop or laptop.
  • Able to sit for extended periods of time.
  • Able to operate a copy machine, fax machine, calculator, telephone and other miscellaneous office equipment.
  • Able to exert up to 50 Lbs. of force occasionally, and /or a minimal amount of force frequently to lift, carry, push or otherwise move objects.
