Manager, Measurement
JOB SUMMARY/PURPOSE
The Measurement Manager is a critical leadership role responsible for the oversight of gas measurement functions related to system inputs and on-system transportation, SCADA data acquisition, and regulatory data integrity across the organization’s gas distribution systems. Operating at the intersection of technical systems, regulatory compliance, and financial accountability, this role directly supports the accuracy of gas settlement processes, audit readiness, and system reliability.
This position leads a multidisciplinary team and interfaces regularly with senior leadership, Legal, IT, Field Operations, upstream pipelines and external agencies. The successful candidate will bring a blend of expertise in gas measurement standards, SCADA systems, regulatory frameworks, and people leadership.
ACCOUNTABILITIES AND ESSENTIAL FUNCTIONS
Strategic Leadership & Risk Mitigation:
- Serve as the enterprise-wide subject matter expert on gas measurement and SCADA data integrity, advising senior leadership on compliance exposure and risk mitigation strategies.
- Lead strategic planning for system upgrades, regulatory adaptation, and long-term data integrity initiatives.
- Represent the company in regulatory audits, industry working groups, and technology evaluations.
- Oversee vendor relationships and capital planning related to measurement and SCADA infrastructure.
Team Management & Organizational Leadership:
- Lead and mentor a multidisciplinary team of Leads and Analysts across Measurement, and Data Acquisition functions and supports compliance activities.
- Set departmental goals and KPIs, align team priorities with corporate strategy, and ensure accountability for performance.
- Foster a high-performing culture that emphasizes continuous improvement, cross-functional collaboration, and technical excellence.
Measurement Operations Oversight:
- Ensure all gas measurement data (~400 transportation customers and all purchase volumes) is accurately captured, validated, and stored in the measurement system.
- Oversee the monthly measurement close process and ensure audit readiness for all custody transfer data.
- Ensure integrity and traceability of contractual volumes, billing data, and regulatory reports.
SCADA & Data Acquisition:
- Oversee real-time data collection from MV90, eLynx, and SCADA systems.
- Ensure seamless integration of field data into enterprise measurement and SCADA platforms.
- Support field device integration and troubleshooting in coordination with MIC Technicians.
- Maintain system reliability and data integrity through proactive monitoring and issue resolution.
- Collaborate with IT and Field Operations to ensure robust field device integration, proactive issue resolution, and long-term system performance.
- Supports the processes for Lost and Unaccounted for Gas (LUFG) reporting
Regulatory Compliance & Audit Preparation:
- Ensure full compliance with PHMSA, FERC, DOT, TSA, and applicable state requirements.
- Lead documentation and response processes for internal and external regulatory audits.
- Maintain meter calibration records and ensure alignment with API 21.1, AGA, and other industry standards.
- Support compliance audits, reporting, and documentation processes.
- Support internal and external inspections and audits.
Process Leadership:
- Provide leadership over the processes related to measurement, compliance, and data acquisition.
- Drive continuous improvement initiatives to enhance data accuracy, system performance, and regulatory compliance.
- Collaborate cross-functionally with Gas Supply, Operations, IT, and Legal to support business objectives.

- Supports field device integration and troubleshooting.
MINIMUM REQUIREMENTS
Minimum education required of the position
- Bachelor’s degree in engineering, Natural Sciences, Information Systems, or a related technical field or 4 plus years of relevant experience.
- Preferred:
- Master’s degree in Engineering, Regulatory Affairs, or Data Systems.
Minimum experience required of the position
- 5 plus years’ experience in gas measurement, SCADA systems, regulatory compliance, utility operations or related field.
- •Preferred:
- Experience with enterprise SCADA/measurement platforms and analytics tools such as Power BI or Microsoft Fabric.
- Familiarity with pipeline operations, gas settlements, and gas control room environments.
Minimum knowledge, skills and abilities preferred of the position
- Knowledge of gas measurement standards, SCADA protocols, and federal/state regulatory frameworks.
- Proficiency in data modeling, analytics, and visualization platforms (e.g., Power BI, Tableau, Microsoft Fabric) to analyze measurement trends, system performance, and compliance metrics.
- Understanding of gas supply chain economics, nominations, imbalance management, and measurement’s impact on settlements and revenue assurance.
- Deep expertise in flow measurement technologies (e.g., ultrasonic, turbine, and orifice meters) and calibration practices in accordance with AGA and API standards.
- Experience with measurement systems such as Flow-Cal, PGAS, Quorum, or similar, and with automation tools (Python, Power Automate, or Excel macros).
Any certificates, licenses, etc. required for the position
Preferred:
- Certified Measurement Specialist
- API-related credentials
Physical Requirements
- Able to operate a personal computer, either desktop or laptop.
- Able to sit for extended periods of time.
- Able to operate a copy machine, fax machine, calculator, telephone and other miscellaneous office equipment.
- Able to exert up to 10 Lbs. of force occasionally, and /or a minimal amount of force frequently to lift, carry, push or otherwise move objects.
