Supervisor, Contract Construction Operations (Gas Utility)
***This role can be domiciled in New Orleans, La or Gulfport, MS***
JOB SUMMARY/PURPOSE
Provides general business and technical expertise to coordinate and support contract work activities within the framework of the company’s contracting process. Supervises inspector(s) to ensure compliance with standards, procedures, and contracts. Acts as a liaison between operations, contractors, various internal workgroups, and external clients to facilitate delivery of services. Develop operations solutions, prepare reports, perform studies, initiate special projects, and make recommendations to management on continuous process improvement and optimal utilization of contract resources.
ACCOUNTABILITIES AND ESSENTIAL FUNCTIONS
- Supervise contract work activities to ensure compliance with standards, procedures, and contracts
- Assist with proper assignment and completion of contract work
- Provide support with process issues to optimize contract work
- Resolve billing disputes or other issues within approval level
- Provide support with the administration of blanket contracts, which may include, but is not limited to, bid solicitation, overall pricing unit comparison, and field visits to ensure proper application of defined pricing units
- Assign contract work to get the maximum competitive advantage based on best practices, sound decision making, and prudent risk management
- Distribute work in a manner that is fair and equitable to Delta Utilities and service providers
- Discuss quality or non-compliance issues with service providers as required
- Recommend solutions to operational issues to improve the efficiency of existing processes
- Maintain open dialogue with districts and engineering to provide necessary contract resources
- Work with contractors and inspectors to prioritize high profile or special work activities
- Provide interpretation of contract units to ensure consistency and fairness
- Coordinate or support coordination of emergency response efforts, as necessary
- Respond to regulatory concerns, customer issues, or claims arising out of contract activities
- Monitor effectiveness of contract compliance processes and make recommendations for enhancements to improve effectiveness
- Conduct or coordinate on-site incident investigations
MINIMUM REQUIREMENTS
Minimum education required of the position
- Bachelor’s degree from an accredited college or university in Construction Management, Business Administration, or a related field.
- In lieu of a degree, an equivalent combination of education and progressively responsible experience in construction operations, contract management, or utility infrastructure will be considered.
Minimum experience required of the position
- Requires a minimum of 7 years of experience in natural gas operations.

- Able to demonstrate strong interpersonal skills, listening ability, sound judgment, tact, and business acumen to communicate effectively with clients, vendors, and designated persons across various segments of business units
- Able to demonstrate effective oral and written communication skills
- Able to solve problems with logical solutions and make sound decisions, sometimes in stressful situations
- Able to use personal computer software proficiently, such as word processing, spreadsheets, database managers, and electronic mail
- Able to prioritize and schedule tasks, pay attention to detail, and demonstrate good organizational skills
- Able to work and participate successfully in a team environment to accomplish assignments
- Able to demonstrate and apply knowledge of standards and procedures
- Able to manage time effectively, handle multiple tasks and priorities, operate under general direction, and develop own work methods as required, yet follow standard procedures and determine when management is to be consulted on unusual situations
- Able to demonstrate sound knowledge of SAP, CCS, GIS, Mobile Data and File Net
- Able to demonstrate proficiency in SAP Workflow on payment of invoices.
- Able to provide a valid state driver's license, present and maintain a good driving record, and operate company vehicles safely and in compliance with applicable laws and company policies.

Physical Requirements
- Able to exert up to 50 lb of force occasionally and/or a minimal amount of force frequently to lift, carry, push, pull, or move objects.
- Able to use a variety of hand tools and power tools, including picks, shovels, sharp-shooters, pipe wrenches, pipe cutters, bolt cutters, pavement saws, jack hammers, air guns, etc.
- Able to operate a motor vehicle and heavy equipment and enter and exit vehicles unassisted.
- Able to operate a personal computer, either desktop or laptop.
- Able to stand, walk, stoop, kneel, or crouch for extended periods of time.
- Able to exert routine physical effort daily.
